Appeal a parking infringement

Parking infringement appeals must be lodged within 28 days of the issue date.

If you wish to appeal a parking infringement, please follow the instructions outlined below.

Important information

  • Payment is required within 28 days from the date of issue of the Infringement Notice.
  • After a further 28 days a Final Demand Notice will be issued and this will include an agency fee.
  • If payment has still not been received the Infringement will be referred to the Fines Enforcement Registry.
  • Extensions on payment are not generally given and part payments are not accepted. The City is unable to arrange payment plans.
  • Once an infringement is lodged with the Fines Enforcement Registry (FER), your driver's licence may be suspended, and you may not be able to renew your vehicle registration until the infringement has been paid.
If you have not received a Reminder Notice or a Final Demand Notice, please do not assume that you do not have to pay or take any action.

Appeals

Parking infringement appeals must be lodged within 28 days of the issue date. To appeal a parking infringement, please ensure you provide the following information:
  • infringement number
  • name and contact details of offender, including email address
  • vehicle registration
  • reason/justification for withdrawal or request to have the matter heard in Court
  • residential address
  • attach supporting information.

Reasons for appeal

Valid reasons

With documentation to support your appeal, infringements may be appealed and withdrawn in the following circumstances:
  • The vehicle owner was not the driver at time of infringement issue. The vehicle owner must provide the driver's name, address and appropriate information on an official statutory declaration signed by a justice of the peace when submitting an appeal.
  • Disabled parking permit displayed may have fallen from dashboard. A valid ACROD permit in the name of the vehicle owner must be produced.
  • Immediate medical attention (or medical emergency) was required or was being undertaken to the driver / passenger. A medical certificate from a medical practitioner or an authorised person from a hospital must verify this in writing.
  • Vehicle breakdown or flat tyre. Documentary evidence (dated at the time the offence occurred) must be provided by either:
  • An RAC official written report.
  • A reputable motor vehicle breakdown service company official written report.
  • Motor vehicle mechanical repair company such as an invoice of the repair at the time of the offence.
  • Towing company invoice detailing the location the vehicle was towed from and at what time the offence occurred.
  • The illegal parking of the vehicle was authorised by a Police Officer or Ranger due to an emergency or as a result of Police action (i.e. parking due to drink/driving allegation). A statement by the Police Officer or Ranger to be provided.
  • I sold the vehicle before the offence occurred and was not the legal owner (e.g. I sold the vehicle on 25 September and the infringement was issued on 3 October).
  • Government of Western Australia Department of Transport Request for Release of Information Letter - Registered Owner Details (this would prove the disposal date).
  • Government of Western Australia Department of Transport copy of the seller's or buyer's copy of the MR9 Notification of Change of Ownership - Vehicle Licence Transfer.
  • As, you are the last known owner of the vehicle you must provide the driver's full name, address, date of birth and appropriate information on an official statutory declaration signed by a justice of the peace when submitting an appeal.
  • I purchased the vehicle after the offence occurred and was not the legal owner (e.g. I purchased the car on 25 September and the infringement was issued on 3rd September 2023).
  • Government of Western Australia Department of Transport Request for Release of Information Letter - Registered Owner Details (this would prove the disposal date).
  • Government of Western Australia Department of Transport copy of the seller's or buyer's copy of the MR9 Notification of Change of Ownership - Vehicle Licence Transfer.
  • As, you are the last known owner of the vehicle you must provide the driver's full name, address, date of birth and appropriate information on an official statutory declaration signed by a justice of the peace when submitting an appeal.

Invalid reasons for appeal

The following are not valid reasons or explanations that would allow the withdrawal of a parking infringement:
  • You did not see or understand the parking sign. You must look for parking signs and determine if parking is permitted before leaving your vehicle.
  • The ticket or permit had fallen out of sight or flipped upside down. You must ensure that any parking ticket or permit is displayed correctly prior to leaving the vehicle.
  • You were only there for a few minutes or you lost track of the time. Drivers must ensure they park in a place that provides enough time for their requirements.
  • You were helping someone and thought it was ok to disregard the parking rules. Drivers need to ensure their vehicle is legally parked, regardless of the reason
  • Your doctor's appointment, hairdresser, job interview, exam etc. went over time. You must ensure you have parked in a place that provides enough time for your requirements.
  • You have a good driving record, are of a good character, made an honest mistake. These are not grounds for which an infringement can be withdrawn.
  • Parked across the footpath, this includes where a footpath intersects or crosses a driveway.
  • Did not see the footpath.

Paying an infringement

It can take approximately 24 hours for an infringement notice to be uploaded to the payment system. If your infringement number isn't recognised when you enter it, please try again later.
